Clark works with cities, special districts and private companies on planning, financing and coordinating efforts to construct broadband infrastructure and deploy smart city applications. An early advocate of enhanced broadband for all, he advises municipal and rural clients on legal and policy options for building networks. He founded the Broadband Breakfast Club, a monthly discussion forum that met from 2008 through 2013. He is also president of the Rural Telecommunications Congress, which supports statewide broadband planning, investing in next-generation infrastructure, and teaching individuals and organizations that using broadband effectively is easy.

Clark earned his B.A. (with honors) in philosophy and economics from Swarthmore College, his M.S. from the Columbia University Graduate School of Journalism and his J.D. from George Mason University School of Law. He has written widely on the politics of technology, entertainment and telecommunications.
