Jannine Miller is honored to serve as Senior Advisor for Rural Development in the office of U.S. Secretary of Agriculture Sonny Perdue. She leads comprehensive, data-driven analysis to optimize effectiveness of Federal economic development policies, programs, regulations, and budgets. Her responsibilities at USDA include advising on administration and strategy of programs in the Rural Utilities, Housing, and Business Services. Ms. Miller serves on two policy coordinating committees of the Executive Office of the President, contributing financial & policy analysis and performance metrics formulation for the rural components of President Trump’s Rebuilding Infrastructure in America proposal. She created USDA’s communications plan for the President’s historic rural infrastructure proposal, including summary materials, presentations to dozens stakeholder groups, and briefings to elected officials who represent more than 24 million rural American citizens in 23 states. Ms. Miller was part of the management team for the Agriculture & Rural Prosperity Task Force which recommended the expansion rural broadband e-Connectivity, including co-leading work streams to reduce regulatory burdens and evaluate the efficacy of funds for broadband across more than 50 programs throughout the Federal government. Ms. Miller is advising on policy, communications, and financial analysis for creation of a new Federal pilot program that will invest more than $1.1 billion in rural broadband, spur rural economic growth, and catalyze private sector capital investment in this infrastructure for the 21st Century economy. She is also leading the evaluation of the economic impact of broadband on Precision Agriculture.
Prior to her service at USDA, Ms. Miller was Director of the Center of Innovation for Logistics, a division of the Georgia Department of Economic Development, where she led transportation infrastructure and logistics services analysis to advise private-sector investment in the manufacturing, retail, and agriculture & food processing industries.

She holds a Master of Business Administration in Global Commerce from Georgia Tech, a Master of Public Administration from Georgia State University (concentration in Economic Development & Planning), and a Bachelor of Science degree in Community Nutrition.
