Catherine Crago Blanton is Head of Strategic Initiatives and Resource Development at the Housing Authority City of Austin and its non-profit subsidiary Austin Pathways. She has been an invited speaker at the White House, provided testimony to the Federal Communications Commission and participated in U.S. Senate briefings on broadband adoption and digital equity. She has been the driving force behind HACA’s Unlocking the Connection program, an effort to connect every public housing authority resident with a free Internet connection, digital literacy training and an earned refurbished device.

Early in her career, Crago Blanton worked extensively with public-private technology partnerships, including technology R&D consortia SEMATECH and MCC, before serving as a Senior Manager on a firmwide Strategic Cost Management team at a Big 3 management consulting firm. She has conducted digital equity assessments and strategic planning for state agencies and local governments.

She holds a BA in History from the University of Texas, co-chairs the Housing Committee of Austin City UP, a smart cities consortium and serves on the Board of Advisors and lectures in the University of Texas M.A. in the Human Dimensions of Organizations.
