Deputy City Manager/City Engineer

Philip Elswick is currently the City Engineer & Deputy City Manager for Operations. In these roles, he is responsible for all infrastructure, engineering, and code enforcement for the City of Pikeville. In addition to these responsibilities, Mr. Elswick is very involved in the city’s economic development efforts, which includes the city’s Fiber to the Premise project.
Prior to this position, Mr. Elswick was the President & CEO of a regional engineering consulting firm based in Pikeville, which provided civil, environmental, and mining engineering services as well as land surveying and architectural services.
Mr. Elswick holds a B.S. and M.S. in chemical engineering from the University of Kentucky, and he is a licensed professional engineer in several states.
