Mr. Garcia serves as Director & Senior Counsel for CPS Energy, the largest combined electricity and gas municipally-owned utility in the United States, where he focuses on utility regulation matters and advises internal business units on major commercial transactions. Prior to his current position he served for a decade as the utilities lawyer for the City of San Antonio. Mr. Garcia is a Board Member of the National Association of Telecommunications Officers and Advisors (NATOA) and Immediate Past President of the Texas Association of Telecommunications Officers and Advisors (TATOA). He is also a Past-Chair of the State Bar of Texas Public Utility Law Section. His pro bono legal service work includes acting as an informal advisor to the Federal Reserve Bank of Dallas, Community Development Department on broadband deployment matters, and appointments to the City of San Marcos Citizens Utility Advisory Board and the Coalition for Local Internet Choice (CLIC) Board of Advisors. He has earned multiple degrees from the University of Texas, including a Doctorate in Jurisprudence, Masters in Public Affairs, and Bachelor of Arts. He is licensed to practice law in the State of Texas.
