Jim Ingraham serves the community as EPB’s Vice President of Strategic Research. After joining EPB in 2005, Ingraham led the development of a business plan to build a fiber-to-the-home network and modernize smart grid retail electric distribution system designed to reduce electric system operating cost, improve reliability, and offer High speed Internet at symmetrical speeds, Internet Protocol TV (IPTV) and telephone service to all 170,000 EPB customers.
In 2009 Ingraham led the EPB team that developed a grant application and was awarded $111 million as the American Recovery Act Smart Grid Investment Grant Program sponsored by the Department of Energy. This program accelerated the deployment of the fiber optic network and smart grid from 5 to 3 years.
Ingraham is responsible for strategic business development projects, energy & communications market research, electric rate analysis and design, federal public policy research, and grant development.
