Deputy Secretary
Kentucky Finance and Administration Cabinet
Robin Kinney was appointed Deputy Secretary of the Kentucky Finance and Administration Cabinet (FAC) in January of 2013. In this position, she provides management and strategic guidance to FAC administrative services, including budget and planning, human resources, enterprise postal services and fleet management, legal and legislative services, and financial reporting, accounting and debt management. She is also the Secretary’s liaison to the Department of Revenue, the Commonwealth’s centralized revenue collection agency.
Dep. Sec. Kinney has held previous state government leadership positions in the Kentucky Department of Education and the Cabinet for Economic Development. Prior to her state government experience, Dep. Sec. Kinney was in private legal practice in both Kentucky and Florida.
Dep. Sec. Kinney is part of the Commonwealth team which is currently developing a statewide middle-mile communication network through a public private partnership. This network’s goal is to position the Commonwealth to be a national leader in high-capacity internet service connections.
A native of Kentucky, Dep. Sec. Kinney received her bachelor’s and law degree from the University of Kentucky and resides in Frankfort, Ky.
