Carol Mattey has served as Deputy Bureau Chief of the FCC's Wireline Competition Bureau since March 2010, working on all aspects of universal service. In recent years, she has focused on implementing the FCC’s 2011 USF/ICC Transformation Order, which reformed the high-cost program and created the Connect America Fund. Previously, she advised private sector telecommunications, media and private equity clients on the intersection of business and regulation as a director at Deloitte & Touche LLP, held several FCC management positions earlier in her career working on local competition and universal service issues, and worked at the National Telecommunications and Information Administration, advising the Administration on communications policy and privacy issues.
