Timothy E. Nulty

Dr. Timothy Nulty is the chairman of ValleyNet, the Vermont nonprofit that provides planning and operational services to ECFiber, a joint venture of 23 Vermont towns building an FTTH network. Until 2014, he was CEO of ValleyNet and project director for ECFiber.

From 2001 – 2007 he was the General Manager of Burlington Telecom (BT), Burlington, Vermont. In that capacity, Dr. Nulty was responsible for creating, building and operating an urban municipal FTTH network. He resigned from BT to take up the ECFiber position.

In 1998, Dr. Nulty was appointed Senior Financial Advisor to the CFO of the U.S. Department of Energy (DOE) and shortly thereafter Deputy Chief Executive Officer/Chief Financial Officer of DOE’s $50 billion project to clean up the Hanford Nuclear Weapons Facility in Washington State. In this role he led the DOE team arranging $8 bln of off-budget financing for the first phase of the Hanford Clean-up project. He retired from that position in February 2001.

From 1994 to 1997, he founded and was CEO of Central European Telecom Investments (CETI), a $50 million venture capital acquisition and operating fund, specializing in start-up telecom companies throughout Central Europe.

From 1985 to 1994, Dr. Nulty was Principal Economist and Senior Telecom Project Officer for Telecommunications at the World Bank. In this capacity he originated and managed projects involving about $1bln of the World Bank’s funds.

Prior to this, from 1975 to 1984 he was the Chief Economist for the U.S. Senate and then the U.S. House of Representatives Committees on Commerce, with a focus on telecommunications and energy policy.

Dr. Nulty holds a Ph.D in Economics from Cambridge University, England. He has been visiting Scholar in Economics at Cambridge University Grad. School; has numerous publications, has been a regular speaker at Telecom industry events for over 30 years.
