Gail M. Roper has built her entire career around her belief that technology can enable the community. Gail believes the ability to use technology effectively brings communities together, empowers individuals and provides economic development opportunities. With over 30 years experience in the technology industry in the public and private sectors, she has participated in national and international speaking engagements and conferences on technology strategy and innovative solutions for the government sector.

As the City of Raleigh’s first CIO, Roper has facilitated a high rate of community focused efforts including recruiting key personnel and hosting the first broadband symposium in the Raleigh area to dialogue on the impact of the digital divide. Her work in the effort of centralizing key business systems, defining strategies, and taking ownership of situations with a goal of being risk adverse has been highly beneficial to the organization and the community. Through the city’s Raleigh Connected initiative, Gail promotes open access, open data, and open source to help drive down costs while expanding citizen self-service opportunities.

Ms. Roper is the founder and fundraiser for the Raleigh Digital Connectors program. Her efforts secured $1.4 million in federal stimulus funding that provided broadband access to underserved homes in Raleigh and a youth program that promotes 21st century digital literacy, leadership skills, and civic engagement with Raleigh youth. She represents Raleigh at the national level in Next Century Cities, an organization committed to supporting community leaders as they seek to ensure that all have access to fast, affordable, and reliable Internet. Roper is the City of Raleigh liaison to the Google Fiber effort. She also serves as co-chair for North Carolina Next Generation Network (NCNGN). NCNGN is a regional initiative focused on stimulating the deployment of next generation broadband networks in North Carolina.
