As President of The Schultz Group, Ms. Schultz provides expert guidance to clients on wide-ranging federal technology compliance, business strategy, and governmental issues, both domestically and internationally.
Ms. Schultz served as Director of Compliance and Audits for the $4.7 billion ARRA Broadband Technology Opportunities Program (BTOP) at the National Telecommunications & Information Administration. She led multi-disciplinary and cross-functional teams in delivering the full compliance and environmental framework, from inception through post-award administration. Additionally she served as the Compliance Liaison to the Office of Inspector General and Government Accountability Office and BTOP Tribal Liaison. Before joining NTIA, Ms. Schultz was a Partner with Patton Boggs, LLP, a leading international law firm, where she specialized in technology and telecommunications law and her practice focused on FCC universal service matters and E-rate compliance.
As the former Director of Service Provider Support at the Universal Service Administrative Company, Ms. Schultz managed E-Rate Program operations impacting service providers and acted as the sole SLD liaison and advocate for the service provider community. Prior to USAC, she served in senior management in the National Competition and Regulatory Policy Group at WorldCom. In addition, Ms. Schultz was Associate Counsel for Law and Public Policy at MCI. Prior to her work in telecommunications and technology, she served as a Trial Attorney in the distinguished Attorney General’s Honors Program in the U.S. Department of Justice, Civil Division, where she was lead litigator for Customs fraud and international trade cases. She clerked for the Honorable Gregory W. Carman, Chief Judge of the United States Court of International Trade.
Ms. Schultz received her J.D. from the American University Washington College of Law and her B.A. from the George Washington University and has studied in Germany, China, and Belgium.
