Rick Smith, General Services Director, City of Cortez. Rick has over 29 yrs. experience in procurement, materials management, Fiber networks, fiber optic outside plant construction, information technology and project management for the City of Cortez. Rick started the Govnet fiber system in 2000 expanded the network to include all anchor institutions in 2005 and in 2011 completed the Fiber to the Business phase 1 project for the Cortez Community Network (CCN). The FTTB open access network is a combination active and passive optical network. Serves on the technical committee for the Southwest Colorado Council of Governments (SWCCOG) board and Southwest Colorado Access Network (SCAN) network. Cortez is currently evaluating the expansion of the network for FTTH and assisting in the Regional middle-mile network for the SWCCOG.
