Senior Broadband Program Specialist
National Telecommunications and Information Administration (NTIA), U.S. Department Commerce

 

As a senior broadband program specialist with the National Telecommunications and Information Administration's (NTIA) BroadbandUSA Initiative, Scott Woods serves as the team lead for the Connecting Minority Communities (CMC) Pilot Program. He also serves as a principal liaison between the BroadbandUSA program office and key strategic partners and external stakeholder groups, including representatives from state and local governments, telecommunications companies, for-profit and nonprofit corporations, and colleges/universities.

Woods has also managed the BroadbandUSA Technical Assistance Program and numerous broadband network construction projects under the Broadband Technology Opportunities Program (BTOP), including ones in California, Arizona, Virginia, Georgia, Florida, Louisiana, Texas, West Virginia, Arkansas, Hawaii, Puerto Rico, and the U.S. Virgin Islands.

Prior to joining NTIA, Woods served as an associate attorney in the telecommunications, media and technology group at Bingham McCutchen LLP in Washington, D.C. He has a B.A. from Morehouse College, a master of arts in public policy from American University, and a juris doctor from Howard University School of Law.
