Jennifer Holtz is the vice president of regulatory affairs at JSI, where she oversees federal and state regulatory affairs, compliance, and advocacy efforts for telecommunications companies. With expertise on broadband funding, communications connectivity and infrastructure, public safety and emergency communications, and national security, Holtz helps clients nationwide access essential broadband funding, comply with federal and state regulatory requirements and address regulatory challenges facing their business.

Prior to joining JSI in 2021, Holtz held several positions at the Federal Communications Commission (FCC), including special counsel for cyber and critical Infrastructure security and acting chief/deputy division chief of the cybersecurity and communications reliability division in the public safety and homeland security bureau. Before moving to the FCC, she was in private practice, representing clients before the FCC, the Universal Service Administrative Company, and state public service commissions in regulatory matters, enforcement actions, administrative audits, and investigations. She also spent time at the National Telecommunications and Information Administration (NTIA), where she worked on such federal broadband programs as the Broadband Technology Opportunities Program (BTOP), ConnectEd, and ConnectHome; launched BroadbandUSA; and implemented an executive order to streamline federal regulations on broadband programs. Prior to her tenure at NTIA, she advised the Department of Homeland Security (DHS) on the creation and implementation of a nationwide public-safety broadband network, now known as FirstNet, and implemented an executive order to accelerate broadband deployment on federal lands.

Holtz earned her bachelor’s degree from the George Washington University and received her law degree from Syracuse University. She also holds master’s degrees from the London School of Economics and the Annenberg School for Communications and Journalism at the University of Southern California. She is active with the Federal Communications Bar Association, where she serves as co-chair of the nominations committee.

In her spare time, as a volunteer and in loving memory of her father, Richard Holtz, she leads the national capital region affiliate of the Pancreatic Cancer Action Network, which is working to increase the meager 5-year, 11% survival rate and improve outcomes for pancreatic cancer patients.
