Teraira Snerling serves as the lead digital equity strategist for digital opportunity planning and BEAD planning for Michael Baker International. She possesses a diverse background in both digital equity and project management, including over 20 years of experience developing scope, budget, planning, resource management and project implementation. Sterling has a strong knowledge of digital equity and working with non-profits to identify and alleviate disparities in the community. She has served as digital equity program manager/broadband infrastructure project manager for municipal government in Texas and Louisiana, with concentration on laying down the groundwork for broadband infrastructure design and equity planning. She has a deep knowledge of government regulatory practices along with understanding of grant funding allocation. Her expertise Is in discovery, implementation, and outreach. Her skills also include collecting and synthesizing data to create equitable strategies to serve the community. Snerling specializes in data manipulation to support the measurement of social outcomes. Noted projects include leading fiber to home, SMART connected cities and a Bloomberg Philanthropist project for urban renewal in the City of New Orleans. She has led several equity projects alongside GIS and web development teams to enhance equity. Her passion for community and equity position her to process and execute digital equity and BEAD planning.
