Jean is the Center for Innovative Technology’s (CIT) Broadband Project Manager. With 20 years of experience in community engagement focused on raising awareness about broadband availability, Jean helped design and now leads efforts to implement CIT’s Path to Improved Broadband community assessment process. Jean works directly with localities to identify broadband service gaps, existing assets, residential and business demand, as well as local goals and needs, providing localities with technology neutral strategies for attracting public private partnerships to expand broadband services in rural Virginia.
Prior to joining CIT Jean worked at Virginia Tech where she managed various broadband data collection and analysis activities including the broadband mapping initiative called Accelerate Virginia. Jean also worked as a partner to CIT during the ARRA funded state broadband initiative and participated in CIT’s statewide regional broadband workshops. Jean holds a Master’s degree in Public and International Affairs and a post-graduate certificate in Politics and Policy of Science and Technology, both from Virginia Tech.
