Sean is a Principal of Baller Stokes & Lide, PC, a national communications law firm based in Washington, DC. His clients include, regional and state utility associations and municipal leagues, as well as public and private entities in more than 35 states. Sean regularly works with multi-disciplinary teams of legal, financial, engineering and other technical experts, assisting clients in making comprehensive telecommunications and broadband plans. Sean has significant experience developing and negotiating agreements involving access to poles, ducts, conduits, dark fiber, and towers, and is the principal author of an extensive guidebook and model pole attachment agreement for the American Public Power Association (APPA). Sean is counsel to the APPA in its appeal of the FCC’s Wireless Small Cell Order. Sean is a graduate of the National Law Center at George Washington University.
