As the COVID-19 pandemic became widespread in the United States, every educational institution found they had to quickly find a way to continue some form of instruction online. To support the transition to remote learning, students need access to affordable broadband service. However, the accessibility to affordable broadband in rural and economically challenged markets is far from equal.

A 2017 report from National Telecommunications and Information Administration (NTIA) showed that 3.1 million households (14.1 percent) with school-aged children have no wired broadband connection at home. And while some of these families have a wireless subscription, these data plans do not have the capacity to support extended online learning. This “homework gap” has left millions of students without broadband to complete their assignments at home.

In rural markets where broadband options are limited, the divide becomes even deeper. Rural schools say the biggest impediment to implement e-learning is internet connectivity. While progress is being made by pioneering rural telcos, electric cooperatives and competitive providers, most rural communities lack broadband facilities.

Several competitive and rural providers have signed onto FCC’s Keep Americans Connected Pledge, which asks ISPs who sign on to not disconnect consumers who cannot pay their bills for the next 60 days, waive late fees, and open up Wi-Fi hotspots across the country.
